There are 3 buildings in the infield at BMS right now. The one on the north(ish) end(turns 1 & 2) is used by Goodyear's tire busters on race weekends and the two on the south(ish) end(turns 3 & 4) house the care center and drivers lounge. I've not heard if they plan to use these existing buildings for locker rooms or build something different.
I've been a season ticket holder at BMS for over 20 years and I've seen what owner Bruton Smith can do. He literally took out a mountain on the back stretch and BMS is by far the most fan friendly venue for a sporting event. I'm confident in saying Mr. Smith will make sure everything is taken care of.

Does one of those buildings have victory lane on top of it? Because I remember reading that the Vols (home team) locker room will be in the building under Victory Lane.
EDIT: This building right here. This will reportedly be turned into the Vols' locker room.

I know there have been times 86 Sugar Bowl comes to mind that running through the T happened on a neutral site..Anyone Know?
They ran through the T at Nissan stadium against bowling Green last year. I guess you could call that a neutral site home game, kind of like bristol.
The Bowling Green game was a Tennessee home game played in a different stadium.
The Battle at Bristol is a neutral site game where Tennessee was designated as the home team, like a bowl game or the Chick-fil-a Kickoff Game.
