They all used to when required by rule.

I think they actually changed it a few years back, and only 2 (active QBs) are required now.

Those that only carry 2 usually have one on the scout team. But he might just be someone to practice the defense against, and you hope might develop.


The GM's office has a list of who to call in the event of injury. But if I were Dallas, and keeping Romo? I would definitely keep three. Just in case.

Of the ones available to be drafted.. Who stood out be draft worthy based on career performance .. Only 260 or so picks.. Look at it objectively and not as a fan

Oh I don't disagree that we don't have really any quality players that are draft eligible. I'm just making an observation that we haven't had anyone drafted this year or last. That will change next year.
