Is this not a violation, or am I mistaken?

Possibly a secondary violation, unless something has changed since this article was published:

The actions of Notre Dame's Tyler Eifert, Justin Meredith of Tennessee and Michigan linebacker Kenny Demens and receiver Roy Roundtree won't jeopardize their programs' postseason eligibility. The schools will not lose scholarships because of what happened.

At worst, we're talking about secondary violations, which are commonplace and usually amount to little. Demens and Roundtree sent congratulations over Twitter to Mike McCray after the Trotwood-Madison (Ohio) ESPNU Watch List linebacker committed to the Wolverines on March 6.

Meredith last week congratulated linebacker Ben Boulware, his good friend and former Anderson (S.C.) T.L. Hanna teammate, on Twitter on a new scholarship offer from the Volunteers.

..."There is a strict standard against any [public] recruiting communication/conversation between athletes and recruits, regardless of their relationship," an NCAA spokesperson wrote in response to an inquiry about the social-media issue.

Twitter still a confusing issue for recruiting

I just can't imagine TK Jr doing all this tweeting at recruits with others and pericoping with recruits on it if it were a violation still. Butch and company would have stopped it.

Or maybe Butch turns the other cheek because these secondary violations will never amount to anything

Bet it was the first time in Trey's life he has been called Lil anything.Standing beside Drew you get an idea how big this kid is.His shoulders are wide enough to put a 4 lane highway.

“It meant a lot. I thought it was my best visit to Tennessee, yet,” Smith said. “They weren’t just selling a brand this time. They were selling to us that we have to represent the state. When you look at the other top SEC programs like LSU, Alabama, Georgia, all their best players come from their home state. I thought the stance was unique.”

...

One of Tennessee's most coveted recruits in 2017, Smith was also able to hang out with a number of current players, including a trio of current instate players who let him know what life would be like as a Volunteer.

“I think the biggest difference was getting to hang out with the players. They tell you what it’s like and what it’s really about,” Smith explained. “Jashon Robertson showed me around. He’s my guy. We hung out with Charles Mosley and Drew Richmond. It was cool hearing about being an instate player from their perspective.

“I think the person who delivered that the best was Jashon. He talked about having that dog mentality. When you come to college, four stars, no stars, it doesn’t matter. That’s what he said. You all get there on a level playing field and then have to battle it out. I liked that because I got to see some of their weight room numbers and I have some good ones, but they could be great in college and that would help me see the field early.”

Great to see this kid had a good visit. If we want to get back to WRU, we need kids like this blocking on the edge, giving our QB time.

Sounds like the coaches are pressing the represent your state angle to these kids. I love it. Seems like Jacoby had a good visit as well.

I can't wait for these recruits to see our dominance on the field this fall.

GBO my friends.
