I have blacked out before, you can not function "normally". Can you function? Yeah, to a degree, but so can someone who is tripping balls on LSD. You can accomplish the simplest of tasks in terrible fashion, but I guess they are still accomplished. Anything approaching any level of complexity is completely beyond someone who is black out drunk.

To black out you have to be drunk to a near life threatening degree, such people have a hard enough time just standing up unaided.

Different people react differently. As a man who has seen many alcoholics in his time, you can certainly do complex tasks blackout drunk, on certain drugs, etc.

LSD is not a good comparison to make here either, nor is any hallucinogen but for totally different reasons.
