This is just my opinion. ..
I think it is/was/always has been Debord. The reason Jones isn't announcing right now may have something to do with a recruit possibly flipping.
Going to wait until just prior to signing day to reduce the amount of time other programs have to negative recruit.
Again, I'm just stating who I believe it is with a POSSIBLE reason for delay.
"Nothing much has changed there in terms of Mike DeBord remaining the frontrunner and in some ways, strengthening his spot there as Jones, Bob Welton and others at UT field a larger volume of calls endorsing DeBord.
However, we're told that as we previously noted, the Vols' contingent was rather impressed with Boise State offensive coordinator Mike Sanford and made extensive calls around the country regarding Sanford.
Matt Canada also received one of the Vols' more formal interviews, but no one has suggested Canada impressed quite the same as both DeBord and Sanford.
UT folks indicated Tuesday and again Wednesday, as we
noted, that there's no rush on the timeline to formally
make/announce the hire. At this point, we're told Friday
would be the earliest and next week around national
signing day remains a very real possibility."

What would be the possibility that Mike Sanford would be named OC and QB coach, Mike DeBord named Offensive QC coach, and Zach Azzanni be named Assistant Offensive Coordinator, WR coach & recruiting coordinator?
The upgrade for CZA would be for more money and to give him a bigger hand in the offense and to keep him at UT. Just wondering.
While I like this scenario, we would basically have 3 OCs on the staff. Don't think that will happen.
