seriously, it was clear to everyone and their mothers that the peace talks would break down. and the whole time Ukraine is building up its forces OSCE continued to say troops and supplies were making it over the Russian border. Ukraine would have been dumb as heck not to have prepared for more fighting.

The only way to exert any measure of negotiating strength at those talks was to have the military power ready to respond if things went south. neither side would respect the other's talking points if they felt the other was weak.
and i can only speak for part of the line but the OSCE commented that much of that military movement by Ukraine was them rotating troops off the front line, so new guys came in, got dug in, old guys left. even the article you link doesn't mention a numbers increase.
