One simple answer, depth. Depth at a position that hasn't been healthy the entire year or has not been very effective. He would be a perfect backup to Dobbs in case he was to get hurt. Very talented and very experienced and a great stop gap between having to throw a young pup to the wolves in case of injury.
He obviously wouldn't come if the pitch is, come be our backup. Pitch is never that to any recruit. Never heard a coach tell a player that. Come compete and see where it takes you, every coaches' retort.
From Golson's camp, he wants USCe or UGA to be closer to home. Very seriously doubt UGA even sniffs him as their admin likes to be the snobs and kick cheaters out, not take one in. USCe makes perfect sense.
With the SEC rule, a waiver filed may have legs bc he still says he didn't do it. Not sure why that rule doesn't extend to transfers among SEC schools though, why would you want to keep cheaters in the league? Heck, Auburn wouldn't be able to field a team!
