It's parked at a site called DomainSponsor.com. More info on domain parking: DomainSponsor

Basically they can offer the site for sale and the site owner (and DomainSponsor) get's revenue from people clicking on the ads in the mean time.

"Volnation" is not trademarked so there isn't really anything illegal about this.
