Not sure. It was just announced yesterday that Pruitt and staff calculated that we can only sign 23 this year.
25 is maximum now - no more over signing

You are correct. The days of back counting and over signing are over

You can still back count. If you sign under 25 in the previous class you can back count with players who enroll early.

But a team can bring in more than 25 enrollees in a given year, in a few circumstances. Most commonly, if an athlete graduates high school early and enrolls for the spring semester, and if the school stayed under a cap of 25 in the previous year, it can assign enrollees to the previous class, up to the 25-man total cap.

From everything I can see, the new 25 rule just brings the rest of the country in line with what the SEC has been doing for years. Blue-shirts, grey-shirts, and backcounting are still allowed. USF is planning on signing close to 30.
