EDIT: On top of this, the Vols currently are the "clear cut" favorites for 4* QB Sheriron Jones who I believe is set to make a decision in the next week or so. So, this could also be why the staff is recruiting a 3rd QB for this class.

There is nothing official on that. As to Dormandy being issued 12, there were several photos released of the EE's wearing jerseys to celebrate their arrival. Dormandy was wearing 12, but Andrew Butcher wore 52 in one photo and 58 in another. So, it seems official numbers have not been assigned yet, because the updated roster dos not have any numbers assigned to newcomers. And RTI seems to be making unfounded assumptions from looking at a photograph.
