I believe it is less of an issue of HQ vs LQ than it is of resolution. 1280 x 1024 is a very common resolution, but a lot of monitors will go larger than that now. However that pic appears to be 604 × 493 which will stretch out the picture considerably and make it look pixelated.

The pic looks to be taken thru a window at Baptist Hospital given the altitude. The pixelation of the water, looks more like glare from the glass.
