I don't believe that Fulkerson can get a non-injury redshirt now, but he can get another year for a medical hardship waiver. As long as the 5-year clock can be extended, which it seems like there's an exception to extend that to 6 years under certain injury related circumstances.

In 99/100 cases this outcome would not be decided until the 5 total years (redshirt + 4) are near completion. The NCAA will also consider factors other than injury that caused the player to miss significant minutes despite being eligible to compete. Transfer years, personal or family-related hardship, unsuccessful surgical procedures and extended injury rehabilitation are the most common reasons. Most of the time 6th years are only considered when the school files an official request to the NCAA who will review the situation and grant the additional year on a case-by-case basis.

A good example is Grant Gibbs who played at Creighton with Doug McDermott. He began his career at Gonzaga, played very sparingly as a freshman before a severe labrum tear and required arthroscopic surgery caused him to miss the remainder of his freshman campaign which he redshirted. During his redshirt freshman season at Zags he played very few minutes and decided after the season to transfer to a school closer to his home in Iowa. Before he could apply for immediate eligibility he suffered a micro-fracture in his knee and was forced to sit out the entire season unable to practice with the team while he rehabbed. He would go on to play the following 2 seasons which exhausted his original 5 years even though he was only able to compete in 3 of them.

After the season Creighton applied for a 6th year and Grant kept practicing with the team after spring semester while they waited. Finally in July he was granted a 6th season due to the NCAA determining that he would have missed his entire 3rd year with the knee injury and extended rehabilitation regardless of where he played.

But, wouldn't he and UT have to petition for it and it's not always a given that every player that petitions get one? Although, it seems like the NCAA has loosen up the guidelines the last couple of years and have been giving more 2 year redshirts when there are medical reasons.

Fulkerson is good to go, why are we discussing the chances he can get a redshirt? The only guy not 100% ready for practice is Jalen Johnson, and he should be good to go shortly after that.
