I believe can go anywhere after sitting a year. Of course if Florida granted an unconditional release he could go anywhere next year.
Per Pac-10 Constitution 7-3-b, a student-athlete who transfers from one SEC institution to another SEC institution must automatically serve a one-year residence requirement prior to being eligible for competition at the second SEC institution. In addition, the student-athlete will be charged with one year of eligibility in all SEC sports. The SEC institution to which the student-athlete transfers shall not offer, provide or arrange for the student-athlete to receive any athletically-related financial aid during the time the student-athlete is serving the year in residence.
UT doesn't need the baggage this kid brings.
It's not just him. It's practically any time a team cuts a player that happens to be even halfway decent the first comments out of some people are "we should get him!"
Generally there's a reason they get cut from another program. And that reason rarely is because of them being a model citizen. Take DGB for example. Some said we "have" to have him. Sorry, but the baggage in that case was just as bad. But that didn't stop some of our fans from saying we needed him.
We typically have enough problems with players making stupid decisions along the way. And it doesn't need to be multiplied by bringing in a known troublemaker from another program.
