Hiring Laws or procedure?

I forget who it was but someone on VN mentioned something about "interview" seats.

Do we have to interview a certain number of candidates before hiring or offering?

I know that sounds stupid, but TN is state that would have such a rule.

I think the job has to be posted for a certain # of days, but I don't think there is a quota on interviews.

Officially right? Not off the record? For instance, could Hart had "talked" to Howland but actually interview 3 other candidates but still hire Howland?

I work for a state institution in Kentucky and the way our process works is that the job has to be posted for 10 business days (I think) and a minimum of 3 interviews have to at least be scheduled
