Why do schools hire retreads?

I always wondered this. I see teams in every sport, that some team hires a coach that was fired because of poor performance. Charlie Weiss, Jim Haslett, and mike Sherman. I'm not talking about college coaches who stunk in the NFL.

You know, I think it's the case that you see a significant step down when that happens. I think Kansas was silly to hire Charlie Weis when he proved he couldn't win with Notre Dame's "schedule," but a lot of times I think schools see someone who is a good (not great, but good) coach who could maybe win in a different league or whose 7-5 or 8-4 type records are good enough for that school. Frank Solich is one example, Mike Price is another, same with Larry Coker and Dennis Franchione.
