Who's responsible for developing the talent ?

I often here that Fulmer can't develop our talent. Who do we blame CPF or position coaches ?

Now I myself along with a few others gave Troop alot of praise for the play of our WR's thia season. There was no mention of CPF, however CPF name always come into play when it's negativity time. So what's the deal ?

CPF and his assistants get the credit or blame for player development. It's Fulmer's job to hire the right position coaches and to fire the inadequate ones. He didn't seem interested at all in doing that until after 2005.
