I mean, when you consider why weed is illegal anyway (big pharma in the mid 20th century and crazy religious people terrified to lose money) it's pretty hard to classify it as a drug to begin with. A drug is man made after all.
But, truth of the matter is, if we put less importance on punishing drug abuse (for addicts at least, not necessarily dealers) and more on rehabilitation like many more successful countries in this area, we would be in a far better spot in the "war on drugs" of which we literally have never even been close to in the lead of winning.
