VA's suck. I've presented plans to them in the past and introduced a couple of different ideas that would save them a ton of money, and reduce the number of their patients that have to come back into the hospital because they weren't treated properly in the first place.
God forbid somebody make a decision that makes sense. God forbid you help a man's lower leg circulation by getting him a $500 machine at home that he can use forever. Let's let him check back into the hospital for days at a time each time the circulation and swelling problems escalate.
I could list about 15 different situations that they have made that have nothing to do with helping the patient.
