How did he contradict himself? I missed that.

Forron said it's fairly common for owners to "steal" their own cars from towing lots in town.

What are you trying to do, create havoc? Don't you know we don't deal in logic around here...Please, this is clearly a misunderstanding. Suspend your personal bias (I know it is tough) and it is clearly just what the towing company owner said: a misunderstanding.
The story is plausible. If he was intending on taking back the car without paying, he would not have arranged to meet someone and pay it.
And what kind of idiot leaves the lot unlocked?
what I find very humerous is that the lot owner sees to say that he's not really concerned about people just coming and taking their own cars out w/out paying. Does anybody really believe that? Have you ever had your car towed?
This is quite gracious for a tow guy. They rank pretty low on the list of decent human beings.
