Thats already a rule I do believe. But with some teams like Italy, or any third world country, you'll spend the majority of the game tossing yellows out, hence its not enforced strictly.

They'd only have to do that once before they got everybody's attention.

I’m heading to a bar in Montreal in a couple hours to watch the match against Belgium with some friends. First time in almost 40 years they have qualified. My is ready.
