That phenomenon definitely does exist but let's get real...Georgia, Alabama, Ohio State, etc beat the dog**** out of teams because they have better players, usually by a significant margin.

If we win 8-10 games a year, have a fun offense and make a playoff appearances every 3 years, I am going to be happy. We are not going to replicate 95-98 and I’m tired of fans thinking that should be the norm.

You lost me. A subgroup of fans thinking UT is a perennial 8-4 or 7-5 program that should be happy with that has no bearing on the allocation of resources by an administration that publicly states the goal at the University of Tennessee is to win championships. CJH is Top 10 and Rick Barnes and Tony Vitello are Top 5 in HC compensation. They are being paid to win championships, top-down that is the expectation and they are onboard with it.
