State officials that receive preferential seats,parking,etc.

The way the tuition,room and board,tickets to UT sporting events are going up, it made me wonder who exactly is involved in pricing such items.I know my my relative use to work for the Secretary of the State of Tennessee and he had box seats,free parking,food at the game.Does anyone know what state officials do receive these perks?It seems a little unfair in a way, not that the Sec. of State doesn't deserve a ticket.
