It depends on the program.
With an historically solid program, a new coach gets a honeymoon recruiting period. The new coach can promise early playing time, a chance to be a part of a rebuilt, etc. He has options.
I think Kirby Smart is definitely riding this right now. Time will tell if he can sustain recruiting like this. Hugh Freeze came out of the gate strong and has faded. CBJ may be fading as well. It sure looks like he is.
