Signature help

I've tried to give myself a signature and can't find out how to do it. I've been to my user CP but I can only pick to see other peoples

There's a "Edit Signature" tab on the left side on the user CP page.

I looked and looked and couldn't find it. I didn't see the FAQ until a min ago. I clicked it and found the edit page but when I click on it a page pops up with this

"Sorry, you are not permitted to have a signature."
