If the defensive line shifts and it causes an offensive lineman to jump, it’s now a defensive penalty.



This one doesn’t seem terribly well thought out. There’s not really any consequence/prevention for an offensive lineman to jump anytime the defensive line shifts in either direction pre-snap.

Edit: Two follow ups:




Teach your offensive line to jump every time they shift, and gain 5 yds.

What am I missing? Seems pretty straightforward to me.
Shifting lateraly or approaching the line is not supposed draw a penalty. When a defensive player attempts to simulate his motion at the snap like flinching or starting to come out of the stance will be a penalty.

Right. But what Im saying is Olinemen are going to start flinching deliberately in order to draw the penalty.

This is such a stupid rule. Now every offensive lineman in the country is going to be coached to "flinch" everytime a defensive lineman shifts in order to draw the penalty.
It is a good rule. In loud stadiums OL can not hear the snap and can only react to movement. Defensive linemen often mimic jerks to fake out offensive linemen. This just evens up the game.

Kirby is punching air right now
This rule doesn’t apply to Kirby’s aggressive stemming. That’s still legal. Guys can jump gaps to change up the offense’s assignments, and they can do it with big movements (as long as they stay out of the neutral zone). What they can’t do is have a guy who isn’t changing gaps flinch to simulate the snap as the other guys are stemming. It’s a weird rule: big moves are fine but small moves are not. That said, I don’t think it’s a huge deal.

That will still be a false start as long as the stem caused the flinch. A defender can change gaps or reset stances, etc. The defender just can’t flinch to simulate the snap without stemming.

Yes he is. This is the Kirby rule as his aggressive DL shifts had the sole intent on making the OL jump. They also made noises as they shifted and moved their arms/hands up. It was always cheap to me and the intent was obvious.
An “accidental” punch to the Adam’s Apple would quiet them down.
