Scholarship question

Hey everyone. I've done a search but didn't see anything with an answer.
I'm not exactly how this works. I know teams are allowed a certain amount of scholarships. How does one know how many offers to make? Do we overshoot our allotment assuming some will go elsewhere? Or does each offer have to have a scholarship position assigned to it?

You can offer as many as you want. Read some other threads.

well i did a search.. saw nothing, dont' assume i didn't read other threads.

so we can offer as many as we want.. but if we get tons of 4 and 5 stars the other guys we offered scholarships too are outta luck?
