What if he purchases 10, resells 7 legally, and 3 illegally? 30% straw? Kind of straw? mini-straw? What's the point in the semantics?
It really depends on the state. In TX it's okay because of rednecks, but in Cali it's okay if the offenders are POC and also straws are outlawed in Cali so no crime unless an actual straw was used that could injure a sea turtle.

A little sensitivity to what is going on in the world goes a long way.
Car makers should be more sensitive to the folks who just had family members run over at a Christmas parade with their commercials showing SUVs as appropriate Christmas gifts.

Imagine the horror of seeing folks in images celebrating the gift of a SUV while the media is consistently telling you a SUV killed and injured your loved ones.

What am I missing?

Sam is also a felon for a few thousand bucks. Unlikely your laws would stop him anyways

During the first eight months after the long gun reporting requirement went into effect for four states bordering Mexico, ATF used those reports to initiate 120 investigations and recommended prosecution of more than 100 defendants in 25 separate cases.16

That's only handguns. And there is no law requiring any follow up on the report.
There shouldn't be follow up. It points the incompetence of our government and your lunacy. There is already a mechanism in place to catch straw buyers that is rarely used and you want an already incompetent government to institute more controls.
