I feel the exact opposite. He loses at least 1/3 of his team every year. He uses who he wants and discards the rest. There is no winning culture there. He just rode his son and Hunter into a good paying job.

Well, in fairness, Michigan did exactly that and the NCAA, CFP, networks, and sports media are still lying about it and covering for them.

If Indiana is in fact doing the same, they are doing what has been de facto approved by all the parties I mentioned. And if so, it will continue until some team/school that those parties dislike does it. College football gonna college football.
