Question for MODs

Why is cussing prohibited yet we can have Smileys such as:
:moon2: :shaking2: :boobies: :finger3: :the_finger: :bottom:

I think if a kid went a flipped someone off or mooned someone that would be just as bad as dropping a "cuss" word.

Just a thought. Not trying to be an :shaking2:
