4 months out of the year, Oregon has the best weather in the country, IMO. May-August is sunny, 85-100F with no humidity. March, April, September and October are all mixed-bags, and December-February it just rains a lot. Portland is nestled in a valley between a coastal mountain range and the Cascade Mountains, so we're shielded from a lot of extreme weather. It doesn't get above 85-90 degrees most days out of the summer (maybe peaking once or twice a year in the 105 neighborhood) or below 25-30 degrees most days out of the winter, with almost no snow. There might be snow maybe a day or two every few years, tops.
Cost of living isn't too bad. Houses in Portland itself are fairly expensive, in the area of $400,000 median price. There are numerous and varied suburbs, though. One thing that is a factor, though, is the fact that there is a pretty high income tax here. There is no sales tax in Oregon, though.
