Question about the Vol Navy

So, I have a buddy who's a Tennessee fan as a secondary fanhood to NC State, so he's never made it to Neyland. We're looking at making it down for the KY or Mizzou game, and we realized that both of us are interested in checking out the tailgate tradition that is the Vol Navy. I guess I have 2 questions about it.
1) Will there be water tailgates in November, and
2) Is it something that we could just walk up to and partake in without knowing anyone, or do we need to know somebody to go hang out and take it in?

Yeah I would say there will be some in November if the weather is decent

You can walk the docks and maybe even the swim decks (almost like a sidewalk from the docks) of the larger boats to see whats going on. People are fairly friendly.
