Question about recruiting rules

It is my understanding that coaches are not allowed to contact recruits publically on social media. If they do that counts as one of their 3 allowances to contact a recruit during an "open" period for contact.

It was also my understanding that a coach is not allowed to publically state the name of a recruit.

This was a tweet from butch jones

"@UTCoachJones: Welcome to the Tennessee Vols family Riyahd Jones (@CoolJones_ ). We are thrilled to have you!"

Did Jones actually sign a LOI or am I misunderstanding the rules?

Also I did not know LOI could even be signed yet. When can a juco first sign?

He signed which made it ok to comment on him by name

Only EE juco can sign nli now
