Can, Do, players who have had a lower leg injury like Emmit or others have had, continue to work out and increase upper body strength or are the shut down until rehab begins?

There's a ton they can do...upper body and core strength training, flexibility and coordination, aerobics for endurance. There's actually only a limited set of things a person with a lower leg injury can't do.

But do they is my question. Seems like someone who has been sidelined for an entire pre season and season with a leg injury, should be looking like Popeye !

So they can only do wrist curls? He would be an odd looking D-Lineman.

I guarantee he is doing all that can be done with his injury. We have a very good S&C group and a very persuasive coaching staff. I don't think "to do or not to do" is a question at all.
