They said on Fan run this morning that Tillman was 25% likely to play while Smalls and Sampson were 75%..

There is no tactical advantage to keep the opponent guessing. They will prepare for Tillman and if he doesn't play, that will just give them a confidence boost at game time. I'd rather do it the other way around. Say all 3 are doubtful, then boost your own squad by suiting up ready to play.

Not true at all. With Tillman out there, they will probably want to roll a safety over top of him more often, for example. Some WR's are better or worse against different coverage looks - bump and run, zone, etc. Every configuration that your opponent tries to optimize against represents time and mental overhead that they're not planning for some other aspect of their gameplan.
