Not just NIL, it is financial assistence other than scholarships and grants. It includes NIL but is more than that.
Key phrase "...when the school provides..."

This doesn't affect private NIL in the least.
The NCAA is still intentionally - and dishonestly - conflating revenue sharing and NIL to sow confusion. It's a backdoor way to try to get around their antitrust issues. It's not working for them. There are already at least 10 challenges to the House case settlement. All are based on the NIL clause.
