A pump fake wouldn’t apply on the first of two shots.

There aren't different sets of violations for the first, second, or third FT attempt. It doesn't matter what shot attempt it is according to the rules. Once the FT shooter is in a shooting motion he has to finish it or it is a violation on the shooter. This is a pretty basic rule that is enforced at virtually all levels.

I've literally never seen a FT attempt like that without a whistle being blown. Even if the refs blow it dead and give the shooter a redo, a whistle is blown there every single time. Except for this game apparently.

The refs aren’t going to be whistle a violation since the free-thrower didn’t “purposely fake” the attempt. Rule 8.

A free throw shooter isn't going to pump fake any attempt because it's a violation. No need to be insufferable on every topic man. Merry Christmas.

The rule just says that a free-thrower can’t purposely fake an attempt. The rule doesn’t include anything about having to finish a shooting motion once it’s started. In this case Powell isn’t going to be whistled for a purposely faked attempt on the first of two.

But Arizona did explicitly violate a rule:
No opponent shall disconcert (taunt, bait, gesture or delay) the free-thrower.
