Pasting photos

Normally I don’t use the attach photos feature and instead I just copy and paste them in. When I try to do this now this is what happens:

iPhone 11. Normally I can copy from anywhere like from my photos, internet, etc and it just pastes no issues. For a few minutes it wasn’t even letting me paste, kept telling me there was nothing to paste in VN but when I tried to paste it into a text the picture was there in the clipboard and pasted just fine. I then force closed Safari and my photos and tried again and it at least recognized there was something copied to paste but it looked like above.
