Time for reviews to be booth initiated instead of referees running over for TV Time for 3 minutes 10 times during game aka TV Teddy.

Booth Reviews occur naturally in Premier League soccer without constantly stopping game. The booth does quick reviews and the game is only stopped and ref only goes to look at review if it is an obviously missed call.

Add in the times when refs make the game about them. Adds to the time considerably.
