In most scenarios this is a bad strategy. The only time you want to foul him is to avoid an easy dunk (which is risky cause he still may put it down), or in the last few moments of a close game when you have no other choice.
Howard is a 58% career FT shooter. That's more efficient scoring than the Lakers accomplish on average (they are closer to 50%). So it's not a good tradeoff just to send him to the line simply because he misses FTs more than most players. Hew went 3/14 so the strategy worked yesterday, but it usually will not.
