Nobody. It’s like if you own a store and let crooks just steal half of your merchandise so you double the price for those that pay. Now the government decides to give the crooks a little money to make you a partial payment while those that have always paid pay even more for the merchandise. Now the government is gonna tell you to basically give away your stuff well below invoice and I’m sure you will accept it.
