Random. Seems like Maryland gets a highly rated recruit every now and then. Never understood it
Typically, it means that some of the other offers are not committable. Maryland and West Virginia are two examples of schools that benefit from that. Have no idea if that is the case here. Usually there is some red flag that makes the "big offers" hesitant. So the player takes the offer from the school that is thrilled to get a talented player.
Maryland and WVU are not the same. Tons of teams wanted Rakim Jarrett.
Idk why people think this. Locksley is a pretty good recruiter and there is a lot of talent that originates from the DMV area.

Yeah he’s nowhere near elite when it comes to Xs and Os but he draws in talent.They gave Ohio State all they wanted. Locksley is gonna upset OSU or UM at some point.
Walker has off the field issues? They also have a pretty good shot with Harbor too.Maryland always get the high profile guys that are left over bc they have off field baggage it seems like. Rakim Jarrett didn't have anything off field but Terrence Lewis, Shaleak Knotts, now Rico Walker, etc
