That technology has existed for a long time but it's never been implemented because the excuse "the whistle blew" has been used to gloss over bad calls in the past and the don't want to give that up.

Won’t work in the SEC. It would make one bad call and some fan would pull out a side arm and blow it completely off the field.

It would be very cool if it's open source, or at least source available. Then we could have a look at how it works directly.

You have to think there are a few levels of complexity. You'd want to be able to upgrade the video processing separately from the rules module. It would also be best if the rules module could be updated without changing the code, like with some sort of configuration file. If that's the case there's probably some terrifying front end for editing the configuration. So you'd want to know who is at the seat using the front end.
