He is really no different than any other EE, he is just a year older and didn't go to school anywhere in the fall. Sorry, that was not well put.
The reason I was asking, is as a walkon, and sitting a year, he could likely be eligible for a non-athletic hardship scholarship. Then after fall sign his athletic pushing him to 2015 class. In that case, he would not be considered an initial counter, and would not count against either 25 limit.
It would be dependent on him being classified as recruited, and signing last year.
It would also be dependent on getting a hardship waver, and post dating his football scholarship to the day after fall practice starts.
Just a speculation, as I said, I think he will count to next years 25 limit.

Yeah, I don't see any way around it. He took an OV. If I understand correctly, players who OV are ineligible for walk on status.
