Harbaugh is a dirtbag but how is this cheating?
Can't go in-person to scout future/potential future opponents. It's explicitly stated in an NCAA by-law.

He isn't being investigated for figuring the other team's signals during games, which is not only legal but I'd question a team that isn't trying to do it.

Oh. I’m sorry. We can’t just buy a ticket and watch a game against Nebraska and Louisiana Tech on a crisp Saturday in Lincoln?

In person scouting is prohibited. Schools voted this in themselves for a reason (costs most likely). Regardless, if most schools obey the rule but one doesn’t, shouldn’t the one not obeying be punished?

You can buy a ticket and watch a game, you can’t pay for or have someone on staff buy a ticket specifically to record and figure out the signals of a future opponent.

There’s kind of a big difference….

It’s the same thing as what the Patriots did sending staffers to other team’s games and having them record the sideline instead of the game. They had a videographer get caught at a Bengals-Browns game and few years back and the Patriots were fined $1M and a draft pick taken away. It’s pretty cut and dry cheating in both college and NFL.
