I believe those are supplied by the Rocky Top Rowdies which is a university sanctioned group, therefore they can get away with that, but doubt the school will be producing signs.

Honestly, a big cutout of Penny's head in a bonnet, with a pacifier over his mouth, would be just about perfect.
