Not sure about Cut, but Peyton had to be retired for 3 years

Living inductees must have been in retirement from the activity or sport for which they are nominated for at least three (3) years or in the alternative, may still be active in a sport or activity and be fifty (50) years of age or older.

Thanks for the heads up. I figured it was something like that. Patrick Willis confused me a bit since he retired two years earlier than Peyton but I can chalk that up to a West TN bias (For example, Al Wilson was inducted a decade after his last NFL game)...
