Fulmer is also stepping down as AD. At this point, it's hard to see what he has to gain from "throwing folks under the bus", as you put it. If there is a positive to be taken from this, there is no reason to believe that the NCAA's Committee on Infractions will have sufficient evidence to cite "a lack of institutional control". This situation appears to have been swiftly and proportionately dealt with.
