I'd think EA or someone has looked into the feasibility and profitability. It's a popular series that would bring in money. But so far it's not happening.

They can't come to an agreement with the athletes as a whole. It's not possible. That potential lawsuit will hang over them if the players resembled their real life counterparts in any way. I'd think the best they could come up with is an agreement with schools or conferences. Team name, logo, stadiums, songs. Then do a random generation of player races/abilities and the ability to edit rosters. The community will take care of the rosters.

But they'd need a lot of schools or conferences on board I'd think. Enough to make the game appealing. I'm not sure if schools would profit enough to overcome any risk of lawsuits. Trying to negotiate with that many schools might be as difficult as herding cats.
