When the Vols call an offensive play does it come from Cutt to CPF to the QB. Does CPF hear every call Cutt makes and OKs it or does Cutt just tell the QB the play? I did not Know if most O coordinators are on a leash or have total control.

Cut calls it down, and it is signaled in by Jim Bob or Bo, or Jon. They all signal so you never know who the "hot" read is. Also the position coaches listen and signal in specific instructions to their folks - OL, WR, TE, RB, etc. Fulmer is listening only.

Several times, Cut and Ainge talk between series and Cut lets him know what the plays will be in certain situations. Then it's just a matter of signaling them in during the possession.
