ESPN - NCAA bans horse-collar tackle from college football - College Football

INDIANAPOLIS -- The NCAA banned the horse-collar tackle from college football.

Following the lead of the NFL and acting on a proposal made by its Football Rules Committee, the NCAA will assess a penalty this season when a runner is yanked to the ground from the inside collar of his shoulder pads or jersey.

Other changes announced Wednesday include a clarification of rules on chop blocks, or tackling below the knees, and implementation of a 40-second play clock that will start as soon as the ball is ruled dead. Previously, a 25-second clock began only on the referee's signal.

The NCAA also will emphasize consistency in officiating, including blending crews from different conferences.

Why don't we make a rule where you have to kiss the runner on the cheek before tackling?

It's a good thing.

I'm not so sure. In most cases you see one used the person with the ball is at least a step or two in front of the defense and most horse collar tackles I've seen haven't started out that way but are used as a resort to get the guy down.

I'm with Vader. I don't understand why it took the NCAA this long to get it banned. I don't even think it should have been debatable

it's also a good way to hurt somebody's neck or back which is one of the last areas you want to hurt

Because one person got hurt a while ago. Might as well ban tackling altogether.

It's just another way to put more added pressure on the officials. Now you have to determine if someone actually grabbed the shoulder pad or the jersey? I'm guessing that pulling someone down by their jersey could have the same potential for injury.

Also with Vader. I understand it's football and injuries happen, but I put it right there with spearing as tackling forms that shouldn't ever be used.

I don't disagree with the rule, but most horse collars appear inadvertent and it's tough on a defender who's just trying to get a guy on the ground.

HOrsecollar tackles have resulted in alot of injuries, especially to the knee, many times ACL. it's a good thing to attempt to stop them
